Google Analytics (GA), Universal Analytics (UA) and Calltracks all report in different ways.
GA / UA will only allow one goal conversion per session. For example, if a person calls multiple times without re-visiting your website, then each subsequent phone call will not be continually logged as a goal conversion in your Analytics. It will only count calls associated to sessions.
To find this information in the Calltracks interface, you will need to use the "Unique Callers" filter to identify this number, not the total amount of calls.
